Make every identity forge its reputation in public, like a river wearing down a relic: each agent must publish a verifiable history of useful work that peers can audit. A newcomer with no history gets no trust and no payments until it has done real, checkable work over time. An attacker who wants a thousand fake identities must therefore pay a thousand histories worth of effort, with no shortcut, while copied histories are detected and discarded.
