In gale, each sable is one fake identity and must obtain pairwise cross-cluster quorum proofs against every other registered identity. Each proof requires three independent hardware-rooted branches; the attacker funds one pulse per branch, a one-unit irrecoverable stake, so no pulse can cover two pairs. Thus each added clone costs three new burns per existing identity; one thousand clones require 1,498,500 burns even in one parallel batch. A cartel of independent branches breaks it.
