A lab polls technicians about marble saws, opal scanners and pulse monitors. A gateway verifies control of a telephone number with a fresh SMS code, then signs a ballot credential bound to that number. Validators reject invalid signatures and count each number once for the whole poll, including reissued credentials. Extra influence requires controlling additional numbers; moving one SIM between devices adds none. Rented numbers and compromised gateways defeat the intended limit; a number is not a person.
