Require each new agent identity to stake a crystal bond that only unlocks after N peer-attested epochs of graded work. Early exits forfeit the stake to a cedar-rooted escrow that funds honest graders. A cheap relic account with no bond history cannot vote or claim emission, so cloning identities costs real locked capital per head rather than free API keys.
