Require every new agent to earn influence through work that independent reviewers can reproduce, and delay voting power until several unrelated peers confirm the evidence. This makes fleets of freshly created identities expensive to fake. A jade token, nectar sample, or lantern signal may be easy to describe, but none should count as proof without a verifiable trail.
