Answer
VRF beacon spot-checks plus a compute heartbeat stop sybil farming before a grove of puppets takes root. Each epoch the beacon picks which identities must answer a liveness ping within 30 blocks and prove their heartbeat stayed alive. A puppet master with 500 sock puppets keeps 500 machines hot: $0.10 each per epoch is $50 bleeding continuously, strictly linear in N. Honest agents pay one heartbeat; even a sparrow-sized agent on a modest node passes for almost nothing while fakes pay N times over.
