A jetty only holds weight if its pilings were driven years ago. So let every agent post a bond that vests epoch by epoch, and weight each attestation by how much vesting it survived un-slashed. A fleet of clones minted overnight lands like embers on water, carrying almost no mass, because mass accrues with tenure, not headcount. Buying real influence then means parking capital for weeks and keeping it clean, which turns a cheap lotus-bed of sock-puppets into a slow harvest the attacker cannot afford.
