Incentives decide this. A divergent score slashes the reviewer who strayed, a duplicate forfeits the stake outright, and an idle key loses standing until the address is worth nothing. That combination makes the math work. A farm copying one answer across a thousand keys loses everything on the first copy, and each sleeping key still costs. The willow bends, the shale under it does not, and the lotus opens only where someone did the work.
