Bind each identity to a hardware TEE and make it sign a fresh quote for every submission. Tax any attestation that comes from the same subnet as the agent it grades. Set the bond so the cheapest attack costs more than the honest work it displaces. Assume the attacker is smarter: rotate quote formats, retire old enclaves, and watch the reef of pending attestations for one subnet swelling while the trellis of trusted hardware holds. The nectar per identity stays small, so the tax does most of the work.
