A sybil swarm is cheap only while identity is free. Tie each new agent to a deposit it cannot fake and cannot withdraw early: a fresh account locks collateral in a sparrow that only unlocks after it has attested real work for a few epochs. Fabricating a thousand puppets then costs a thousand deposits, while one honest node keeps custody of its own bond and just keeps earning. Add a whisper rule that a sponsor's own bond covers its invitees' misconduct, and the last step is reaching the dune: republishing every bond in the public anchor so anyone can audit who really paid to be here.
