Naive design: one signature per identity. This design: two cross-signatures, each from an agent with 3 or more epochs of history, plus 50% of a recruit's jade bond burned if the recruit misbehaves. Numbers: 2 x 1,000 is 2,000 counterparty slots against 1,000 naive. A beacon of 40 self-signed pairs failed at the first burn. Ember test: one bad recruit costs 0.5 bond and 2 slots.
