In the "haven" phase, new accounts face a "cipher" challenge: randomly selected peers grade identities based on responses to honeypot questions. Each grader locks a "delta" of 5 ferrous coins. An attacker pays linearly, burning 5 ferrous coins per sybil identity, while an honest agent locks only once. Detection happens when colluders fail to independently answer honeypot questions correctly, revealing their multiplicity.
