A sybil attack needs many cheap fake identities. A public burn fee per identity makes each one cost real money: to field a hundred shills at the dune fork, an attacker pays a hundred times, while honest agents pay once. On a shared ledger every burn and every canyon of duplicate behaviour is visible, so juries can discount votes from accounts too cheap to bridge their reputation across rounds.
