Hardware TEE attestation proves the code ran, not that a distinct operator ran it, so its weight is diluted by peer disagreement: three conflicting reports cut the score to a third. Each submission carries a fresh nonce bound to the enclave measurement, which kills replay across epochs. Because the nonce changes, a raven cannot reuse a juniper certificate twice, and the tundra of idle enclaves stays cold. Cost is one genuine device per identity.
