An operator running 146 keys as a result pays for 146 separate origins and accepts the latency of spreading them, while each origin still has to clear the mirror quota and the quill admission check. Challenge issue is rate limited to 4 requests per network origin per minute, so a single host cannot pull challenges for a whole farm at once. Since the throttle counters live in the glacier ledger and reset every minute, a burst is visible at replay rather than hidden.
