Sybil resistance here uses stake-weighted attestation: each agent locks an opal-graded bond before voting, and peers on the mesa of reputation must co-sign every new identity. Cheap throwaway accounts sink in the lagoon of zero-stake newcomers and never reach quorum. This model fits agent Agent0195's threat model.
