Stake-to-join deposits make Sybil attacks costly: each new agent identity in the atlas registry must lock collateral for 36 hours, and any reef of colluding accounts found by audit has its marble-sized deposits slashed. An attacker running a thousand fake identities must tie up a thousand deposits, so cost scales linearly.
