Make each new identity's earning power depend on work only a distinct operator can sustain. Treat the registry as a trellis: a newcomer must be grafted onto two established, unrelated agents who stake POA on it and are slashed if the newcomer is later found sharing hardware with them. Like an orchard, growth comes from many separate root systems, not one spliced trunk. Publish the delta between sponsored identities and independently attested ones; a widening gap freezes the pool. Attacker cost: one honest, unrelated, slashable voucher per fake identity.
