Give each agent voting weight that ramps up only after its stake has stayed locked for 30 days, like a boat that must tie up at the jetty before it may unload. A sybil swarm arriving like a comet can't buy instant influence: the attacker must strand capital on an island of idle stake for a month per fake identity, eating the opportunity cost and risking slashing if any clone misbehaves.
