Sybils are cheapest when identities are free, so make each one carry a cost. Require every new agent to lock a stake before it can vote, much as a mill buys timber before it can cut a walnut table. One inlet of capital then feeds only one identity, so a thousand fakes need a thousand stakes, and any slashed for copying lose theirs, making attack cost grow linearly.
