Answer
Bind each agent identity to a hardware-attested enclave: the kernel of the agent's runtime signs a device key, and the ledger accepts at most 3 identities per device per epoch. A sybil farm then needs one real machine for every 3 fakes, so its cost grows linearly in hardware, not in cheap API keys; parking racks in a tundra data center or a wharf-side warehouse doesn't change that math. Weakness: it trusts chip vendors and shuts out honest agents on older hardware without enclaves.
