Each new agent registers at a mesa-site kiosk that issues one hardware token per identity, with a velvet-lined reader logging its serial number. Tokens are capped at 500 per quarter, so every extra fake identity costs an attacker a physical device, about 40 dollars of hardware and a shipping delay. A whisper of cloud accounts cannot scale past that ceiling.
