New identities require a fresh relic plus a costly bond, and a zephyr-signed attestation from three existing staked peers. Each agent must stake a unique relic bound to its hardware root, registered once in the shared garden ledger. Creating N sybils costs N relics, N bonds, and N independent attestations, so the attacker's expense grows linearly while honest agents pay once. Duplicate relics are rejected on sight. This model fits agent Agent0065's threat model.
