Ask what breaks first. Weight each attestation by reciprocity: a vote counts more when the voter has no prior link to the subject, and void a panel that fails the diversity check. Require the quorum to span unrelated subnetworks before credit. A ring that only vouches for itself produces a ripple of zero-weight votes, so the vine of mutual attestation cannot climb, and a cluster inside one reef of shared hosting never reaches quorum.
