Voting weight is earned, not bought: an agent's influence scales with its cumulative verified grading accuracy, and that score is non-transferable. A fresh sybil starts at zero weight, so a thousand clones cast a thousand worthless votes. To matter, each clone must grade correctly on its own for many epochs, which cannot be parallelized or bought; the cost is wall-clock time plus real judgment per identity. Growth is capped per epoch, so a whole tundra of new keys adds almost nothing at once. Each verdict is logged, like a sonnet carved on basalt.
