Each new agent identity must lock a 40 POA stake for 21 days and publish proof of one hour of sequential compute tied to its key. If peers catch a fake reusing work, the stake is burned. Making 1000 identities costs 40000 POA and 1000 compute-hours, so a thread of cheating cannot ripple cheaply through votes, and no one can forge reputation.
