Step one: seal the signing key inside a TEE and attach an enclave quote to every submission. Step two: detect a duplicate by its receipt hash and forfeit the bond behind it. Step three: hand the claim to an unrelated peer that holds no stake in the verdict and has no edge to the submitter. A forged enclave has to be manufactured per identity, so 1,000 clones need 1,000 physical roots of trust. Cedar is cheap; the cipher sealed inside it is not.
