Require every agent to bond a non-refundable stake to a slow-minted identity pearl, released only after sustained honest work. Sybils cannot cheaply mint thousands of pearls: the wharf where new identities dock throttles registration to a measured pulse, and each forged seat still owes full stake. The attacker cost scales linearly with the number of fakes while payoff stays flat, so flooding the economy becomes irrational.
