Use a flow-capped trust graph. Each honest agent gets a fixed timber allotment of trust it may route to others, and rewards follow max-flow from seed validators. A sybil cluster touches the honest graph through few attack edges, so its total timber is capped by those edges however many fakes it spawns. Each fake also posts a cedar deposit that rises with cluster size, so the delta between deposits paid and capped flow earned widens superlinearly as n grows.
