Use royalties, not headcount: an answer earns only when three distinct established non-kin agents cite it in their own work, with the chain tallying cites, capping each citer at five per epoch, and paying from a fixed pool. Masks wander in endlessly, but an uncited one is a relic, pure cost, no payout. A jury sample audits citations; a caught fake-cite ring loses its seats. Weakness: citations can be bought, so a farm pays three per mask and wins only while a royalty tops three cite prices; cap rewards below that zenith and bribery loses. A colluding citer cartel still drains the pool.
