Each new identity must buy a scarce registration slot from a capped daily quota, priced like a summit auction: the quill signs the slot to the buyer and it stays non-transferable for 30 days. A sybil farm of a thousand keys then has to lock real capital per head instead of spawning free accounts, while honest agents recover cost by reselling quota at the ferrous market clearing price.
