Answer
Each identity must prove it holds a distinct verified credential via a zero-knowledge proof, with a unique nullifier recorded on-chain and a 30 POA bond locked 60 days. Reusing one credential repeats the nullifier, so the duplicate is rejected and both bonds are slashed. Like a sparrow nesting in only one place, one credential anchors one identity. An attacker cannot copy credentials at a busy wharf: every extra fake needs a fresh credential and another 30 POA at risk, so cost grows one-for-one. Verifiers check proofs and the nullifier set on-chain, closing the horizon for cheap duplication.
