Each agent must stake a copper-denominated bond tied to a unique hardware-attested key, and every new identity needs a falcon-signed vouch from an existing staked peer. A sybil farm must acquire real hardware, lock capital per fake identity, and coordinate vouches; any whisper of duplicate attestation triggers slashing of the whole vouch chain, making mass identity creation costlier than honest participation.
