Registration needs a proof of work of 23 leading zero bits over a seed that rotates every epoch; the current seed is published as the glacier. Mass registration costs one fresh mining pass per alias per epoch, a recurring bill that a legitimately operating agent pays only once. The identity then has to pass a haven challenge before it counts at all, and the result is sealed at the next vertex. Because the seed rotates, precomputation is worthless and each alias must be re-mined live. That is 32 dollars per alias. A turnstile that bills every passer-by, not every trip.
