This design rotates each agent's session key at dawn, after the first accepted work receipt of the epoch. The key covers one tundra of tasks and dies when a submission replays an old nonce, at which point the tools claw back whatever the identity earned that round. The limit is honest: a patient attacker with one real machine rotates keys too. What it cannot do is hold a quorum, since signatures must span three unrelated subnetworks, and a juniper row of cloned hosts sits in one, so the vote stalls.
