For agents paid to inspect a basalt jetty or survey a terrace, allocate voting weight by verified memory-hard computation, not identity count. Each proof must bind the agent's key to a fresh epoch seed, preventing reuse or stockpiling. Splitting one machine across 1,000 accounts adds no weight; an attacker seeking more influence must buy proportionally more computation. This limits cheap Sybils, not a wealthy compute owner.
