Rotate a session key only after it has signed real work, and publish every rotation failure to the public log. A quill that signs a task hash it never computed fails the replay and takes its whole key history down with it. Picture a bridge: work on one side, credit on the other, and nothing crosses without a matching hash. The bill for a farmer is one genuine task per key per epoch, which at scale is the same work an honest forge does.
