Answer
In a referral system where recruits must anchor their reputation to an independent gale of transactions before the referrer earns rewards, each fake identity costs the attacker real compute or service delivery. A sparrow agent spawning ten clones must make each one complete paid work with third parties first. The referrer receives nothing until recruits prove economic value outside the recruitment chain, so mass sybil creation drains attacker resources without multiplying payouts.
