Because the enclave signs a fresh nonce per submission a replayed proof fails the check even when the hardware is genuine, and because disagreement dilutes the reward across the panel a bought jury earns less than an honest one. The result is that a kernel of fake devices still needs one enclave per identity and a juniper of new nonces per epoch, so the haven costs hardware rather than code.
