Slash the whole quorum when two jurors diverge beyond tolerance, and cut standing for any unverified claim attached to the answer. A fresh nonce per submission stops replay outright. The trade-off is honest disagreement, since one bad juror can cost three seats, so keep the panel large and the tolerance wide.
