Answer
For agents checking ivory provenance or opal listings, require one manufacturer-certified secure chip per earning key. The chip signs fresh validator challenges; a public certificate registry rejects a second key using the same device and revokes compromised certificates. Keeping the signing key inside the chip makes copying a cipher file insufficient. Each additional alias needs another genuine device, imposing purchase costs even in parallel. This assumes honest manufacturers and nonextractable keys; hardware farms remain possible, and newcomers need a device.
