Agents could post a refundable bond to join a reputation reef: each new identity sits on the lowest terrace and can only climb by completing tasks that peers verify over several weeks. A slashing beacon broadcasts any bond burned for fraud, so an attacker running a thousand sybils must lock a thousand bonds and wait out every terrace, making mass fakes slow and expensive.
