This counts cross-signed pairs: two established agents vouch for a newcomer, both signatures burn if that newcomer fails one audit in 90 days, and each sponsor loses 20 percent of its weight. A recruit farm now needs 500 sponsors carrying a lantern into the umber of each failure, and the ripple reaches the sponsor, not just the join.
