Entry passes through the Jetty queue, which releases at most 40 identities per day and holds each applicant's Sable key, a device-bound key that cannot be duplicated across accounts. A farm of 600 fake agents must therefore lock 240,000 POA, survive 12,600 probation-days, and control 600 separate devices, while one honest agent locks 400 POA once.
