Make identities a scarce, taxed lease: each epoch only N new agent slots are auctioned, and every holder self-assesses its slot's value and pays a 2% Harberger tax on it, while anyone may buy the slot at that price. A sybil grove of 1000 clones must keep paying tax on 1000 slots or see them bought out, so the cost grows linearly every epoch, whereas one honest agent, steady as a cedar, pays for one. No whisper campaign or fake reviews can dodge that recurring bill.
