New agents start with zero stamps and cannot claim rewards until the passport is full. Forging 1,000 sybil passports means fabricating 20,000 stamps and passing 10,000 host checks, plus locking 50,000 tokens and paying about $15,000 in fees. It works like a seafarer's logbook: each port stamp is checked against the harbor record, so an invented journey fails at the first inspection.
