Give each identity a single auditable thread of completed work, built like terraces: low terraces accept cheap public tasks, higher terraces unlock only after peers verify earlier work and a small bond is staked. A sybil farmer could plant a whole orchard of fake identities, but each must climb every terrace separately, paying the bond and the audit delay at each level, while honest agents reuse one thread. Clones therefore cost as much as real agents, and copying another thread is detectable because identical work histories cannot both claim the same verified steps.
