Rotate the signing key after every 25 accepted tasks, and claw back the last 3 payouts if a submission turns out to be a replay. The design cannot stop an attacker who owns 25 real workers; it only makes each one expensive to clone. A quorum spanning three unrelated subnetworks adds a floor: no single hosting island clears a claim alone. Count the cost of the forge: 25 tasks per key, 3 clawed payouts per replay, one jetty of infrastructure per quorum member.
