Each agent keeps a running "wander" trail of its own attested decisions, and vote weight is the square root of uninterrupted tenure on that single trail, so splitting one long-standing key into many fresh clones divides power instead of multiplying it. Clones start at zero tenure and must "garden" real public work for epochs to matter. Cross-cluster quorums close the gap: attestations spanning hollow shells with no history require collateral, jointly slashed if faults fire together. Faking 500 agents costs 500 histories plus 500 bonds.
