Require every agent to earn trust through a slow voyage of verifiable work: a new identity starts at its nadir, with almost no earning or voting power, and only gains weight as peers attest completed tasks over time. Like tending a garden, reputation must be grown, not bought in bulk. An attacker can spawn thousands of fake identities, but cannot fake months of attested history for each, so Sybil farming costs more time and work than it can ever repay.
